What is a Certified Program Environment™
A Certified Program Environment™ is a set of operating conditions that programming must meet to carry CDMA Business Model® certification.It is not curriculum. It is the structure programming runs inside — how apprentice work is produced, credited, documented, owned, and assessed. Partners and members bring their own content. The environment is what makes that content produce verifiable outcomes.
Who Sets the Standard: CDMA Business Model® standards are developed and applied by certified Career and Technical Education professionals. Founder ShaNette holds New York State certification in Mass Media Communications, and the framework draws on her Virginia State University thesis research, later developed into the white paper Bridging the Alliance Between Corporate America and Youth Accreditation Standards. The organization applies its own standard to its own programming. Certification extends a benchmark CDMA Business Model® meets internally before applying it to partners.
What Certification Guarantees
These conditions are how the Harlem Renaissance Operational Standards™ are verified in a specific program environment.
Every Certified Program Environment™ meets each of the following conditions.
Credited apprentice roles. Apprentices hold defined production or operational roles and appear in professional credits for the work they perform.
Apprentice asset ownership. Apprentices retain ownership of the assets they create. Work product is protected and portfolio-eligible.
Documented structural work product. Output is captured to the Documented Structural Work Product Methodology™, producing evidence that carries beyond the engagement.
Real-world operating conditions. Apprentices work in professional, civic, or industry environments rather than simulated ones.
Assessment against a recognition standard. Progression is evaluated under the All-Star Trophy™ and Success Cake™ Continuum, CDMA Business Model®’s recognition standard since 2014.
What Certification Does Not Require
Certification does not require CDMA Business Model® curriculum, CDMA Business Model® instructional staff, or a specific program subject.
Partners and members deliver their own programming. The standard is applied to the environment it runs inside, which is what makes it portable across subjects, sectors, and jurisdictions.

Certification is assessed, not self-declared. CDMA Business Model® evaluates an environment against the operational standards and confirms qualification for a defined term. Assessment methodology, criteria, and instruments are proprietary

The standards are rooted in a century-old Black enterprise lineage preserved in the Elease Perkins Collection at the Schomburg Center for Research in Black Culture, The New York Public Library.
The standards govern CDMA Business Model® practice across all engagements. Certification confirms a specific environment meets them.
