Defining what "qualified" actually means in Career and Technical Education. We help industries and institutions move from vague expectations to measurable, credentialed benchmarks so a credential earned through a CDMA Business Model aligned program means the same thing wherever it's presented.
Competency Frameworks: We define the specific skill benchmarks an industry or role actually requires translating employer expectations into clear, assessable standards that curriculum and training can be built against.
Credentialing: Learners who meet those benchmarks earn micro-credentials and digital badges that are portable, verifiable, and recognized across every partner operating under the CDMA Business Model standard.
Compliance Alignment: We audit existing training and credentialing practices against regulations so partners aren't left reconciling their standards with regulatory requirements after the fact.
Four Generations of Black Enterprise
CDMA Business Model was founded by ShaNette Carpenter, M.Ed., who traces the model’s roots back to her great-grandmother, Elease Perkins a Harlem Renaissance-era employment agency owner and business school founder. That history is preserved in the Elease Perkins Collection at the Schomburg Center for Research in Black Culture at The New York Public Library.
Our Story
What began as a family legacy of workforce entrepreneurship a century ago has become a modern standards and licensing model built to help institutions do the work of connecting education to employment, without the bridge ever standing between a young person and their own story.
ShaNette was recently honored in the “I Am Her” category at the 2026 NYC Her Future TrailblazHER Awards, recognized alongside the NYC Mayor’s Office, the Mayor’s Office of Equity & Racial Justice, and the Department of Youth and Community Development.
Our legacy work today community storytelling, recognition programs, and public-facing initiatives rooted in this history continues through the CDMA Business Model Foundation, our nonprofit arm dedicated to carrying that history forward.
